Water Minister and French Ambassador Explore Enhanced Cooperation in Water Resources Management


Cairo: Minister of Water Resources and Irrigation Hani Sewilam discussed with French ambassador to Egypt ‰ric Chevallier ways to strengthen bilateral cooperation in water resource management and follow up on issues of mutual interest, the ministry said on Wednesday April 29, 2026.



According to State Information Service Egypt, the minister of irrigation voiced appreciation for the strong cooperation between Egypt and France, especially in the water sector, within the framework of the long-standing strategic partnership with the French Development Agency (AFD).



Sewilam highlighted the effective coordination and constructive technical dialogue between the two sides, reflecting a shared commitment to sustainable water resource management. He stressed Egypt’s interest in expanding cooperation with France, especially in digital transformation in water management, wastewater treatment, and desalination.



He further reviewed Egypt’s water challenges amid population growth and climate change impacts, outlining state efforts to address these challenges through the ‘Second Generation of Water System 2.0,’ which relies on modern technology, smart water management, and digital transformation.



The minister also discussed joint cooperation projects with the French side, particularly with the AFD, including the Fourth National Drainage Program, financed with pound 60 million. He noted its importance in improving agricultural productivity and enhancing water use efficiency for farmers.



Sewilam also reviewed a proposed project for automated control of Nile Delta barrages, funded by a French grant, aimed at improving operational efficiency and increasing flexibility in water distribution systems, while supporting the shift toward modern water management. He reaffirmed the ministry’s commitment to completing the necessary procedures for launching the study in coordination with the French side.



He further addressed a proposal to prepare a master plan for developing the Mechanical and Electrical Department, aimed at improving pumping station efficiency, increasing reliance on digital systems, and enhancing operational performance. He expressed hope for continued cooperation with France in this area.



The talks also covered preparations for the 2026 United Nations Water Conference. Sewilam emphasized the importance of enhanced coordination between Egypt and France, as co-chairs of a number of interactive dialogues at the conference, to help achieve comprehensive and effective outcomes.
