‘Make it in the Emirates Forum’ opens in Abu Dhabi

ABU DHABI, 31st May, 2023 (WAM) — The second edition of the “Make it in the Emirates Forum”, organised by the Ministry of Industry and Advanced Technology (MoIAT) in collaboration with the Abu Dhabi Department of Economic Development (ADDED) and ADNOC, kicked off today at the Abu Dhabi Energy Centre. The two-day Forum aligns with the objectives of the National Strategy for Industry and Advanced Technology and the Make it in the Emirates initiative, focusing on the theme of “Investment, Sustainability, Growth”. The Forum is expected to attract extensive participation from decision-makers, government and private sector officials, experts, entrepreneurs, financing entities, investors, startups, and SMEs. Its primary goal is to showcase investment opportunities within the local industrial sector, emphasising the potential for investment, product development, product localisation, and redirecting procurement towards the national economy. By prioritising ICV-certified entities, the Forum aims to drive economic growth and support the development of local industries. TAQA, ENGIE, EWEC announce financial closing for AED2.3b M2 RO Desalination Plant

ABU DHABI, 31st May, 2023 (WAM) — Abu Dhabi National Energy Company (TAQA) alongside ENGIE, a global leader in low-carbon energy solutions, and EWEC (Emirates Water and Electricity Company), announced the successful financial closing of the AED2.3 billion (US$620 million) low carbon Mirfa 2 Reverse Osmosis (M2 RO) desalination project. The project is primarily funded (78%) through debt financing from both local and international banks, including Abu Dhabi Islamic Bank (ADIB), BNP Paribas Fortis SA/NV, Sumitomo Mitsui Banking Corporation (SMBC), The Norinchukin Bank, BNP Paribas (BNPP) and KfW IPEX-Bank GmbH. This follows TAQA and ENGIE signing the water purchase agreement with EWEC in February of this year. Serving as the UAE’s third largest RO desalination plant, M2 RO will produce 120 million imperial gallons per day (MIGD) of water once fully operational, equating to roughly 550,000 cubic metres per day of potable water. Expected to be operational in Q4 2025, the plant will be owned by TAQA, holding a 60% share and ENGIE taking a 40% share. Both companies will also take on the operations and maintenance (OandM) of the plant with ENGIE taking a 60% stake in the OandM company and TAQA taking a 40% stake. EWEC will procure the water supplied from the plant for 30 years. Farid Al Awlaqi, Executive Director of Generation, TAQA, commented, “TAQA is proud to invest in the development, ownership, and operation of this critical water project in Abu Dhabi, which will contribute to the UAE’s decarbonisation efforts as well as TAQA’s own emissions reductions targets. In line with our ESG and growth strategies to expand investment in and deployment of high-efficiency RO technology to reach two-thirds of our capacity by 2030, Mirfa 2 RO also enables us to accelerate how we decouple power and water operations across our assets to further reduce our carbon impact. “In the ‘Year of Sustainability’ and COP28, it is important that we showcase world-class projects like these which exemplify sustainability and contribute to water security, a global issue and an important agenda item at the conference in the UAE this year.” Othman Al Ali, Chief Executive Officer of EWEC, said, “It gives us great pleasure to support our partners in the financial closing of the Mirfa 2 RO water desalination project. Mirfa 2 RO is EWEC’s fifth low-carbon intensive RO desalination project to date and will be the third largest RO plant in the UAE once fully operational. Achieving this significant milestone demonstrates EWEC’s leadership in enabling world-class utility-scale projects backed by strong local and international partners that accelerate at pace the UAE’s energy transition, while ensuring a sustainable, affordable, and secure supply of water in line with UAE Water Security Strategy 2036. Creating a pipeline of RO projects that attract investment in the sector is an integral part of EWEC’s strategic initiative to decouple water and power generation, which in turn will enable us to realise the Abu Dhabi Department of Energy’s Clean Energy Strategic Targets 2035 to reduce carbon emissions by up to 75 percent. The technology also enables plant operators to reduce carbon emissions by decoupling of water and power generation processes, thus supporting the wider efforts of the energy sector to cut costs and achieve sustainability targets. A project of the size and scale of M2 RO brings local economic benefits. The engineering procurement and construction (EPC) contractors on the project will be local Abu Dhabi contractor Al Nasr Contracting Company LLC alongside Societe Internationale de Dessalement (SIDEM). Importantly, the project further positions and supports the UAE’s advancement in more efficient water desalination capabilities, a very important skill as the world faces more threats of water scarcity from climate change, and the project will bring in-country value (ICV) and create jobs for the Mirfa area in the Al Dhafra region.

China Space Station sees heavenly reunion of 6 taikonauts

BEIJING, 31st May, 2023 (WAM) — The China Space Station marked a significant “celestial rendezvous” as it welcomed a team of six taikonauts on Tuesday evening, following the transition of the station into its application and development phase in late 2022, reported Global Times, an English-language Chinese newspaper. Under the leadership of mission commander and seasoned taikonaut Jing Haipeng, the trio from Shenzhou-16 joined their comrades aboard the station at 6:22 pm on Tuesday, sharing heartwarming greetings with their Shenzhou-15 counterparts, This historic occasion signalled the onset of China’s second direct in-orbit handover between two Shenzhou crews, mirroring the initial exchange between the Shenzhou-15 and Shenzhou-14 teams in November 2022. The crews from the two missions will execute an in-orbit handover and cohabit the space station for approximately five days, at which point the Shenzhou-15 will embark on its journey back to Earth, according to the China Manned Space Agency (CMSA). As it stands, a total of 17 astronauts from various nations are in orbit: six Chinese taikonauts, five NASA astronauts from the United States, three Russian cosmonauts, two astronauts from Saudi Arabia, and one from the UAE. Signifying China’s first manned mission since the transition of its space station into the application and development phase, the Shenzhou-16 spacecraft–carrying a team of three taikonauts–launched successfully aboard a Long March-2F carrier rocket at 9:31 am on Tuesday. MoF issues Corporate Tax Decisions on Intra-Group Transfers, Determination of Taxable Income, Restructuring Relief

ABU DHABI, 31st May, 2023 (WAM) — The Ministry of Finance (MoF) has issued three new Ministerial Decisions for the purposes of Federal Decree-Law No. 47 of 2022 on the Taxation of Corporations and Businesses. These include Ministerial Decision No. 132 of 2023 on Transfers within a Qualifying Group, Ministerial Decision No. 133 of 2023 on Business Restructuring Relief, and Ministerial Decision No. 134 of 2023 on the General Rules for Determining Taxable Income. Younis Haji Al Khouri, Undersecretary of the Ministry of Finance, said, “The new decisions aim to simplify the process of determining taxable income in addition to providing tax relief for intra-group transfer of assets or liabilities between members of the same qualifying group or when carrying out specific organisational restructuring. This reflects the Ministry of Finance’s commitment to ease the burden of compliance on taxpayers based on international best practices to maintain the UAE’s favourable business environment and drive economic growth.” The decision on Transfers within a Qualifying Group provides further details on how to claim Corporate Tax relief on transferring assets and liabilities between members of a Qualifying Group. The decision clarifies that an entity must make an election in their Tax Return to apply for the relief and must comply with the associated record-keeping requirements. The election to apply the relief for transfers within a Qualifying Group is irrevocable and will apply to all future Tax Periods. The decision also clarifies the implications of simultaneous asset or liability exchanges and the tax implications if the relief needs to be revoked (“clawed back”) because the relevant assets and liabilities or the relevant group companies leave the Qualifying Group within two years of the original transfer. The decision on Business Restructuring Relief clarifies the conditions under which business mergers and other restructuring transactions can be undertaken without triggering a Corporate Tax liability. This relief is available when a business or an independent part of a business is transferred or merged into another legal entity in exchange for shares or other ownership interests. Where the transferor makes an election to apply for the relief, no gain or loss needs to be included in the calculation of their Taxable Income. The relief can also apply if the business is exchanged for shares and a limited amount of other consideration, such as cash, or when shares are received or issued by someone other than the transferor or the transferee as long as they are received or issued by an entity which owns the transferor or transferee, respectively. The decision also details the mechanism for clawing back the relief if the business or ownership interests are subsequently transferred within two years of the date of the original restructuring. The General Rules for Determining Taxable Income streamline the process of calculating taxable income for UAE businesses. The decision sets out adjustments needed for the taxable income calculation, including recognising realised and unrealised gains or losses reported in the Financial Statements. It also clarifies the conditions for applying the realisation basis and provides guidelines for adjusting changes in values on assets and liabilities derived from transfers involving Related Parties, Qualifying Groups or Business Restructuring Relief. Businesses preparing Financial Statements on an Accrual Basis of Accounting can choose to recognize gains and losses on a realisation basis for certain assets and liabilities. This election must be made during the first Tax Period and is irrevocable, except under exceptional circumstances approved by the Federal Tax Authority.

Kuwait crude oil down US$1.45 to US$76.93 pb

KUWAIT, 31st May, 2023 (WAM) — The Kuwaiti oil price dropped by US$1.45 to US$76.93 pb on Tuesday against US$78.38 pb on the previous day, Kuwait Petroleum Corporation announced on Wednesday. According to Kuwait News Agency (KUNA), at international markets, forward Brent crude contracts went down by $3.53 to $73.54 pb, and the West Texas Intermediate crude fell by $3.21 to $69.46 a barrel. ‫مبادرة جديدة لريادة الأعمال لتعزيز خلق فرص العمل في ليبيا

TRIPOLI, ليبيا, 2023 مايو 30. تسعى مبادرة “ دِرَايَــة لريادة الأعمال” الجديدة إلى بناء منظومة ديناميكية من رواد الأعمال الشباب المبتكرين والشركات الناشئة في ليبيا.

يواجه رواد الأعمال الشباب في ليبيا العديد من التحديات، بما في ذلك الوصول إلى الأسواق والموارد المالية، ومتابعة الأنظمة والإجراءات الإدارية. فتم تصميم مبادرة دراية لتزويد رواد الأعمال بالمعرفة الأساسية لتحويل الأفكار المبتكرة إلى شركات ناشئة ناجحة، والجدير بالذكر أنه تم بناء هذه المبادرة بشكل مشترك بين وزارة الحكم المحلي (MoLG) وبرنامج الأمم المتحدة الإنمائي (UNDP)، وبالتعاون مع الاتحاد الأوروبي (EU) والبنك الأفريقي للتنمية (AfDB).

 كما علق السيد محمد العزيزي، المدير الإقليمي لشمال أفريقيا في البنك الأفريقي للتنمية، قائلاً: “إن تنمية القطاع الخاص هي أساس تعزيز التنويع الاقتصادي وخلق فرص عمل في ليبيا؛ فدعم مسار الشباب الليبيين من رجال ونساء لتطوير وتنمية شركاتهم الناشئة ينطوي على إمكانات اجتماعية واقتصادية هائلة، وسيساهم في خلق فرص عمل جديدة. ومن الضروري أيضًا ضمان بيئة ملائمة للأعمال التجارية والدعم المؤسسي. ويدعم ذلك مشروع “البيئة التمكينية نحو دعم ريادة الأعمال الشبابية وحوكمة الهجرة الإيجابية” الممول من مجموعة البنك الأفريقي للتنمية من خلال الصندوق الائتماني متعدد المانحين للريادة الشبابية والابتكار، والذي ينفذه برنامج الأمم المتحدة الإنمائي”.   

ومن جانبه قال الممثل المقيم لبرنامج الأمم المتحدة الإنمائي، السيد مارك اندري فرانش: “ليبيا لديها جيل جديد من الشباب، نساءً ورجالًا، يتمتعون بقدرات واعدة وطموحات كبيرة. بالإضافة إلى ذلك، فإن الدولة تتمتع بإمكانية أن تصبح واحدة من أكبر المنظومات لريادة الأعمال في شمال أفريقيا. ومن خلال مبادرة دراية، يسعى برنامج الأمم المتحدة الإنمائي إلى إلهام رواد الأعمال الشباب وتزويدهم بالموارد والأدوات اللازمة لتحقيق النمو والابتكار”.

يعد برنامج دراية جزءًا من جهود بناء السلام المحلية والتعافي التي يبذلها برنامج الأمم المتحدة الإنمائي بالشراكة مع وزارة الحكم المحلي، ويهدف إلى خلق فرص اجتماعية واقتصادية للشباب والفئات المستضعفة لتعزيز النمو المستدام في ليبيا، بما في ذلك إنشاء أول حاضنة أعمال بقيادة البلدية وبرنامج تسريع الأعمال TEC + .

والجدير بالإشارة أن مبادرة دراية، التي يشترك في تمويلها البنك الأفريقي للتنمية والاتحاد الأوروبي، تقدم بالتعاون مع شركات Flat6Labs وتطوير للأبحاث ومازام، مضيفين سنوات من الخبرة والمعرفة المتخصصة في مساعدة رواد الأعمال الشباب على إطلاق مشاريع ناجحة في الشرق الأوسط وأفريقيا.

New entrepreneurship initiative to boost job creation in Libya

The Deraya initiative is designed to equip entrepreneurs with the essential know-how to turn innovative ideas into successful startups

TRIPOLI, LIBYA – EQS Newswire – 30 May 2023 – The new “Deraya – دِرَايَــة Entrepreneurship Initiative” for young entrepreneurs seeks to build a dynamic ecosystem of innovative entrepreneurs and startups in Libya.

Young entrepreneurs in Libya face many challenges, including accessing markets and financial resources, and navigating regulations and administrative procedures. The Deraya initiative is designed to equip entrepreneurs with the essential know-how to turn innovative ideas into successful startups. The initiative was jointly developed by the Ministry of Local Government (MoLG), and United Nations Development Programme (UNDP), in collaboration with  the European Union (EU) and the African Development Bank (AfDB).

Targeting youth and vulnerable groups, Deraya is open to innovative and aspiring entrepreneurs aged between 18 and 35. Through interactive webinars, the initiative’s participants will be given an opportunity to engage with experienced entrepreneurs, subject matter experts, and role models from Libya, Egypt, and Tunisia and learn from their success stories, wealth of knowledge, and expertise. The initiative will also entail startup weekends in Tripoli, Benghazi, Sebha, and Derna, culminating with a pitch competition where the winning startups will receive financial support, financed by EU and AfDB, to further develop, grow, and take their business ideas to the next level. As a critical step towards sustainability, entrepreneurs will be linked to the municipal business incubators being set up with MoLG with UNDP’s technical support.

Commenting on the launch of the programme, Dr. Bader Al-Deen Al-Tomi, Minister of Local Government, said: “The Deraya initiative plays a pivotal role in the Ministry of Local Government’s strategy to develop entrepreneurship and micro-enterprises at the local level, empower municipalities economically, and provide job opportunities in line with Law 59 and Resolution 1500. We are delighted to work towards these goals in cooperation with our international partners, EU, AfDB and UNDP.”

EU Ambassador Mr. José Sabadell added: “Libya’s economic prosperity will be driven by young entrepreneurs with innovative, forward-looking ideas. They will be the key to a more diversified Libyan economy, a strong private sector and new jobs. Together with our Libyan and international partners, the European Union therefore seeks to offer strong and concrete support to young Libyan entrepreneurs, to realise their business ideas.” 

Mr Mohamed El Azizi, Regional Director for North Africa at the African Development Bank, further commented: “Private sector development is key to boosting economic diversification and job creation in Libya. Supporting the trajectory of young Libyan men and women to develop and grow their start-ups has enormous socio-economic potential and will contribute to job creation. It is also important to ensure an adequate business enabling environment and institutional support. The EEYES project, financed by the AfDB through the Youth Entrepreneurship and Innovation Multidonor Trust Fund, and implemented by UNDP, supports these components.”   

UNDP Resident Representative, Mr. Marc-André Franche, said: “Libya has a new generation of young people, women and men, , with promising capacity and big ambitions. The country has the potential to be one of the biggest entrepreneurial ecosystems in North Africa, and through the Deraya programme, UNDP seek to help inspire and provide young entrepreneurs with the necessary resources and assets to realise growth and innovation.”

The Deraya programme is part of UNDP’s Local Peacebuilding and Resilience efforts in partnership with MoLG, aimed at creating socio-economic opportunities for youth and vulnerable groups to promote sustainable growth in Libya, including the establishment of the first Municipality-led business incubator (https://apo-opa.info/3C2SOf1) and the TEC+ Accelerator programme (https://apo-opa.info/3oANCMa).

The Deraya initiative, co-funded by AfDB and EU, is designed and implemented in collaboration with a consortium consisting of Flat6Labs (https://www.Flat6Labs.com/), Tatweer Research (https://TatweerResearch.org/) and MAZAM (https://apo-opa.info/3WUSWHf), bringing in years of experience and specialized knowledge in helping young entrepreneurs launch successful ventures in both the Middle East & Africa regions.

Background:
UNDP supports Libya’s transition towards peace, economic recovery, and sustainable development to help the country get on a more robust development path by supporting local authorities to restore essential services delivery and livelihood opportunities and promote peaceful co-existence. Job creation for youth is at the heart of UNDP’s local Peacebuilding efforts. This initiative is part of UNDP’s “Environment towards youth entrepreneurship support and positive migration governance project (EEYES)” programme financed by the African Development Bank (AfDB), and the Strengthening Local Capacity for Resilience and Recovery Project funded by the North of Africa Window of the European Union Emergency Trust Fund for Stability which contributes to addressing the root causes of irregular migration and displaced persons in Africa (EUTF – NOA).
