Cairo: Prime Minister Mostafa Madbouly said the government is working on a unified social protection program aimed at providing targeted and transparent support to eligible citizens through updated and verified databases.
According to State Information Service Egypt, during a meeting on Sunday, May 17, 2026, to follow up the efforts exerted to modernize and govern the subsidy and social protection system, Madbouly said the proposed program would be an integrated cash-based scheme divided into categories according to beneficiaries’ income levels.
He added that the program would be dynamic, allowing citizens to enter or exit the system and to move between support categories depending on changes in their income and living conditions. Madbouly said the move comes within the framework of the state’s commitment to advancing social protection mechanisms in line with directives from President Abdel Fattah El Sisi to strike a balance between social justice and economic sustainability, while safeguarding the rights of the most vulnerable groups.
The meeting was attended by Minister of Social Solidarity Maya Morsy and Minister of Supply and Internal Trade Sherif Farouk. For his part, Farouk said the proposed system seeks to enhance efficiency and fairness by ensuring that the government support reaches its actual beneficiaries.
He noted that cash-based support systems have become one of the key modern policy tools adopted by many countries, either fully or gradually, to promote social justice, improve public spending efficiency and give citizens greater freedom to choose according to their needs. Farouk added that rapid global economic and social changes have prompted the government to work on a more flexible and advanced support system capable of adapting to developments and meeting citizens’ needs in a sustainable manner.
He stressed that the proposed cash support program would improve the efficiency of the social protection system through the use of integrated and continuously updated databases, ensuring accurate targeting of beneficiaries and enabling regular updates based on each family’s economic and social conditions.
