President El-Sisi Witnesses Signing of Agreements to Boost Egypt-Europe Cooperation

Cairo: Egyptian President Abdel Fattah El-Sisi, European Commission President Ursula von der Leyen, and European Council President Ant³nio Costa witnessed the signing of three pivotal agreements between Egypt and the European Union. These agreements were signed on the sidelines of the Egypt-EU Summit on Wednesday, October 22, 2025.

According to State Information Service Egypt, Egypt’s Minister of Planning, Economic Development and International Cooperation Rania El-Mashat and EU Commissioner for Economy, Productivity, Implementation and Facilitation Valdis Dombrovskis signed a joint statement on a memorandum of understanding for a 4 billion-euro financial support package between the EU and Egypt. This agreement aims to strengthen economic ties and facilitate financial cooperation between the two regions.

Additionally, Foreign Affairs, Emigration, and Expatriates Minister Badr Abdelatty and EU Commissioner for Innovation, Research, Culture, Education and Youth Kateryna Zaharieva signed a memorandum for Egypt’s accession to “Horizon Europe.” This program is the EU’s key funding initiative for research and innovation, and Egypt’s participation as a partner country is expected to enhance collaborative research efforts.

Meanwhile, Minister Rania El-Mashat and EU Commissioner for Democracy and Demography Dubravka €š¬¦ uica signed a joint statement concerning the financing agreement for the EU Support Program. This program is designed to implement social and economic reforms at the local level, aiming to bolster development and improve living standards in Egypt.
