Planning Minister Engages with Startup Community to Launch Egypt’s ‘Startup Charter’


Cairo: Minister of Planning, Economic Development, and International Cooperation Rania Al-Mashat met with startup community representatives to discuss key outputs of the Ministerial Group for Entrepreneurship and preparations for launching Egypt’s “Startup Charter.” The meeting was attended by Senator Sameh El-Sadat, Senator Amira Saber, Founder of Exits MENA Mohamed Nagaty, and Founder of Sawari Ventures Ahmed El Alfi.



According to State Information Service Egypt, the meeting focused on initiatives to support entrepreneurship and proposals for establishing a unified entrepreneurship entity in Egypt. Mashat highlighted that the “Startup Charter” is a pioneering collaboration between the government and the entrepreneurship community, designed as an executive roadmap with over 80 measures to build trust, coordinate efforts, and provide policy clarity for investors.



The Charter features structural policies and procedures, some already being implemented, aimed at stimulating the startups sector and addressing growth challenges. Mashat, who also leads the ministerial group, emphasized the importance of these measures in fostering a supportive environment for startups.



To bridge information gaps, Mashat introduced a Unified Government Guide for Services and Licenses, a one-stop-shop initiative to streamline access to over 170 services and licenses from 35 government agencies. Additionally, she mentioned the launch of the ministerial group’s website, which will serve as a platform for direct communication with the entrepreneurship community.



Mashat concluded that these initiatives are the result of collaborative efforts across government bodies and the startup community, forming part of a broader package of procedures within the National Structural Reform Program.
