Mashat: Minister of Planning, Economic Development, and International Cooperation Ranria el Mashat asserted that the Startup Charter is not just a theoretical document but a flexible executive tool that evolves continuously. It is also an initial step that lays the foundations for updating policies and legislation related to startups in Egypt, aligning with technological developments and market needs. During her speech at the launch of the "Egyptian Startup Charter," attended by Prime Minister Moustafa Madbouli and several ministers, Mashat explained that the priorities outlined in the charter were based on extensive consultations between relevant authorities and the entrepreneurship community.
According to State Information Service Egypt, these efforts aim to create an encouraging and sustainable work environment through practical steps and clear objectives to support innovation and attract investment. The minister also clarified that the "Startup Charter" includes a unified definition of startups, which are newly established companies characterized by rapid growth, flexibility, and innovation, aiming to introduce or develop innovative products, services, or business models in the market. She highlighted that this unified definition would enable startups to access various incentives and facilities by obtaining classification certificates from small and medium-sized enterprise agencies.
Mashat further added that the charter features a unified financing initiative designed to coordinate available financial resources from government entities and activate innovative mechanisms to multiply their impact by up to four times. This initiative seeks to raise $1 billion over five years for the startup sector through government resources, guarantees, and collaborative investments with venture capital funds and other private sector investment and financing organizations. The minister pointed out that the Ministerial Group for Entrepreneurship has prepared a comprehensive guide that includes all government services, permits, and licenses required by startups, detailing fees, required documents, and issuance steps.
The guide aims to simplify the understanding of legal and regulatory requirements for startups, enhance their ability to enter the market and expand more rapidly, help them avoid violations, improve compliance levels, enable them to benefit from available government incentives, and strengthen the entrepreneurial ecosystem in Egypt through regulatory clarity and transparency. The "Startup Charter" was developed in cooperation with Entraq Company and UN Women.
