Cairo: The Ministry of Housing, Utilities, and Urban Communities continued throughout 2025 to implement the state’s plans for comprehensive urban development, achieving notable accomplishments in the housing, utilities, and contracting sectors. These efforts contributed to improving citizens’ living standards, providing suitable housing, and enhancing the efficiency of infrastructure and services.
According to State Information Service Egypt, the Ministry of Housing has continued its efforts to develop unplanned areas and establish integrated urban communities that provide decent housing and essential services. Moreover, the ministry expanded the application of smart solutions and digital transformation to facilitate citizens’ access to services. The achievements of 2025 result from ongoing coordination among the Ministry’s various sectors and integration with relevant entities, within the framework of implementing the political leadership’s directives aimed at achieving sustainable and comprehensive urban development that meets citizens’ needs and supports the national development march.
The Social Housing and Mortgage Finance Fund sector witnessed intensive activity during 2025, as part of continuing to implement the presidential initiative “Housing for All Egyptians.” Approximately 1.21 million housing units for low-income individuals have been implemented or are under implementation, alongside offering 37,000 new units. Additionally, 28,000 medium and investment housing units have been implemented. The initiative also included implementing 54,600 “green housing” units within low-income units, in line with the direction toward applying environmental sustainability standards.
During the year, the status of delivering and allocating housing units to citizens, as well as those under implementation across the initiative’s various phases, was reviewed, reflecting orderly work and progress in implementation rates. The Fund has issued 21 announcements since June 1, 2014. The volume of real estate financing granted to low-income individuals to date amounts to approximately EGP 90 billion through 22 banks and 8 financing companies. Total cash support provided reached EGP 10.35 billion, with 651,837 low-income beneficiaries.
The volume of real estate financing granted to middle-income individuals amounts to approximately EGP 4 billion through 10 banks and 4 financing companies, benefiting a total of 11,799 individuals. The latest annual achievement reports from the Social Housing and Mortgage Finance Fund for the fiscal year 2024/2025 revealed that the cash support value for the previous fiscal year amounted to EGP 733 million, raising the total support value since the project’s launch to approximately EGP 10.3 billion. The number of beneficiaries increased by about 69,000, bringing the total beneficiaries since the project’s launch to 653,000.
