Egypt and Latvia Sign MoU to Enhance Healthcare Cooperation

Cairo: Prime Minister Mostafa Madbouli witnessed the signing ceremony of a memorandum of understanding (MoU) for cooperation in healthcare fields between Egypt's Ministry of Health and Population and Latvia's Ministry of Health. The event took place on November 12, 2025, during the third edition of the Global Congress on Population, Health and Human Development (PHDC'25), held in the New Capital under the patronage of President Abdel Fattah El Sisi.

According to State Information Service Egypt, the agreement was signed by Egypt's Deputy Prime Minister for Human Development and Minister of Health and Population Khaled Abdel Ghaffar and Latvian Minister of Health Hosams Abu Meri. The MoU aims to establish a framework for collaboration to improve the quality of medical and pharmaceutical services in both nations through knowledge sharing and capacity building.

The MoU outlines several key areas of cooperation, including education and training with an emphasis on specialized programs for medical professionals. It also includes the exchange of medical delegations and expertise. Another focus is on digital transformation and the pharmaceutical industry, advocating for knowledge exchange on health information systems and supporting the development of drug and medical equipment manufacturing through technology transfer and regulatory coordination.

Furthermore, the agreement emphasizes collaboration in public health and research, particularly in the prevention of infectious diseases such as hepatitis B and C and antimicrobial resistance. It also includes provisions for joint research in organ transplantation and nanomedicine.

The two countries will also engage in the field of medical tourism by developing joint projects and leveraging Latvia's expertise in wellness resort management.
