“مع تحقيق 6.1 مليارات دولار في المزادات خلال الأشهر الخمسة الأولى من هذا العام، مقابل 5.4 مليارات دولار خلال نفس الفترة من العام الماضي، فإن عام 2022 يبدو أقوى بكثير بالفعل. هذه زيادة بنسبة 12٪!” هكذا كانت تصريحات “تييري إيرمان”، الرئيس التنفيذي لشركة Artmarket.com ومؤسسها، وقسم “آرت برايس” التابع لها.  

عوائد أكثر بنسبة 50% في الولايات المتحدة الأمريكية

تكشف التحليلات التي أجراها قسم آرت برايس عن بداية ناجحة مذهلة لعام 2022، حتى لو ظل تنظيم مبيعات المزادات معطلاً في مناطق كثيرة من العالم (لا سيما في آسيا) بسبب جائحة كوفيد-19.

Tweet by Mykhailo Fedorov, Deputy Prime Minister of Ukraine and Minister of Digital Transformation, calling for donations by NFTأما عن الفائز بدون جدال هذا العام، فقد سجلت الولايات المتحدة زيادة بنسبة 50٪ في عوائد مزادات الفنون الجميلة بعد إجراء مبيعات الربيع الكبيرة. شهدت الجلسات الراقية الأخيرة النتيجة المذهلة التي تمثلت في دفع ما يقرب من 200 مليون دولار مقابل لوحة Shot Sage Blue Marilyn لأندي وارهول (1964) في دار مزادات كريستيز، وما مقتنيها الجديد إلا مالك المعرض لاري جاجوسيان الذي يمكن أن تتضرر أعماله التجارية من جراء العقوبات الدولية المفروضة على رجال الأوليغارشية الروسية الذين يعتبرهم ضمن عملائه.

كما قفزت مبيعات الربيع في نيويورك عبر بيع لوحة “بدون عنوان” للفنان جان ميشيل باسكيات (1982). فبعدما دفع 57.3 مليون دولار للحصول على اللوحة في عام 2016؛ أعاد الملياردير الياباني يوساكو ميزاوا بيعها هذا العام مقابل 85 مليون دولار، أي حقق ربحًا إضافيًا بنسبة 48٪ في ست سنوات فقط.

 

مما يعني أن لوحة “بدون عنوان” لجان ميشيل باسكيات (1982) سجلت متوسط عائد سنوي نسبته + 6.8٪ خلال السنوات الست التي تواجدت فيها ضمن مجموعة ميزاوا. ستعمل الأرباح الرأسمالية هذه بشكل جزئي على تغطية رسوم مشتري كريستيز (أكثر من 11 مليون دولار على هذه القطعة)، وكذلك لطمأنة السوق التي شهدت ارتفاع أسعار أعمال باسكيات بوتيرة صاروخية مع عمليات الشراء التي أجراها يوساكو ميزاوا. ففي عام 2017، حصل جامع الأعمال الفنية الياباني على لوحة لنفس الفنان كان قد رسمها في نفس العام بمبلغ قياسي مقداره 110 ملايين دولار.

أوروبا تمضي قدمًا، وآسيا عالقة، والميتافيرس في طور الإنجاز

استهلت المملكة المتحدة عام 2022 بزيادة قدرها 35٪ في عوائد مزادات الفنون الجميلة (مقارنة بالفترة نفسها في بداية العام الماضي) وسجلت فرنسا زيادة بنسبة 25٪. وعليه، فإن أوروبا تبدو قد تعافت تمامًا من الأزمة الصحية. إلا أن الوضع مختلف في آسيا حيث تم تأجيل الكثير من المبيعات بسبب موجة جديدة من جائحة كوفيد-19. ومنذ مطلع هذا العام حتى الآن، حصدت هونغ كونغ 146 مليون دولار فقط في عوائد مزادات الفنون الجميلة مقارنة بأكثر من نصف مليار دولار أمريكي العام الماضي.

Bahrain hosts first meeting of Steering Committee of Negev Forum

The Kingdom of Bahrain hosted today the first meeting of the Steering Committee of the Negev Forum, with the participation of senior officials in the Ministries of Foreign Affairs of the United Arab Emirates, the Arab Republic of Egypt, the Kingdom of Morocco, the United States of America, and the State of Israel, in order to follow up on the outcomes of the Negev Summit that brought together Their Highnesses and Excellencies, Ministers of Foreign Affairs of the six countries on March 28.

The meeting was attended by the Undersecretary of the Ministry of Foreign Affairs for Political Affairs, Dr. Shaikh Abdullah bin Ahmed Al Khalifa, the Director General of the Ministry of Foreign Affairs of the State of Israel, Ambassador Alon Ushpiz, the Director General of Bilateral Relations at the Ministry of Foreign Affairs, African Cooperation and Moroccans Abroad, Ambassador Fouad Yazough, the Principal Deputy Assistant Secretary for the Bureau of Near Eastern Affairs, Yael Lempert, the Deputy Assistant Minister of Foreign Affairs for Minister’s Office Affairs in the Arab Republic of Egypt, Mohammed Tharwat Salim, and the Director of Policy Planning Department at the Ministry of Foreign Affairs and International Cooperation in the United Arab Emirates, Abdulrahman Ali Al-Neyadi.

Dr. Shaikh Abdullah welcomed the delegations of diplomats, expressing the Kingdom’s pride in organising the first meeting of the Steering Committee of the Negev Summit, to build on what has been achieved in setting frameworks and sustainable mechanisms to further strengthen cooperation and coordination in the face of regional and international threats and achieve peace and security.

He noted that the meeting identified the tasks of the working groups to enhance cooperation and exchange of experiences between the participating countries in various economic, health, educational, security and environmental fields, with the aim of strengthening the stability of the Middle East region, and achieving the aspirations of its people.

In a joint statement, the senior officials in the foreign ministries of the participating countries, outlined a framework document for the Negev Forum, setting out the objectives of the forum, and the working methods of its four-part structure: the Foreign Ministers’ ministerial meeting, the Presidency, the Steering Committee, and the Working Groups.

The statement showed that six working groups were approved in the areas of: clean energy, education and coexistence, food and water security, health, regional security, and tourism, to meet regularly during the year and submit their reports to the Steering Committee. It also stressed the importance of benefiting from the relations between Israel and the Arab countries in achieving tangible progress in the Israeli-Palestinian relations, and resolving the current conflict through negotiations, as an integral part of the efforts to achieve a just, lasting and comprehensive peace in the region.

The Coordination Committee of the Negev Forum welcomed the holding of the ministerial meeting at the level of Foreign Ministers of the six countries annually, as it is the principal governing body of the forum, where the State of Israel continues as Negev Forum President until the next ministerial gathering.

A press conference was held at the Sofitel Hotel in Zallaq, during which Dr. Shaikh Abdullah affirmed that the Kingdom of Bahrain’s hosting of this historic meeting reflects its firm commitment, under the leadership of His Majesty King Hamad bin Isa Al Khalifa, to promoting peace, stability, tolerance, coexistence and prosperity for the future of the region and future generations.

He explained that the goal of the Negev Summit is to build a regional framework to expand cooperation and coordination among member states, exchange experiences in the fields of scientific and technical innovation and promote sustainable development in its various aspects.

The senior officials of the Foreign Ministries of the countries participating in the Negev Forum expressed their thanks and appreciation to the Kingdom of Bahrain and the Ministry of Foreign Affairs for hosting the meeting. They also valued the Kingdom’s support for peace, stability and regional prosperity.

HRH the Crown Prince and Prime Minister chairs the weekly cabinet meeting

His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, today chaired the weekly cabinet meeting at Gudaibiya Palace.

The Cabinet highlighted His Majesty King Hamad bin Isa Al Khalifa’s continued support to the Kingdom’s education sector, and commended the winners of the UNESCO King Hamad bin Isa Al Khalifa Prize for the use of information and communication technologies (ICT) in the field of education. The Cabinet noted the important role of the award in the Kingdom’s commitment to advancing UNESCO’s objectives by encouraging the use of ICT to further develop education and its outputs.

The Cabinet welcomed the Kingdom’s presidency of the World Customs Organisation (WCO) Council for a third consecutive term for the year 2022-2023, which reflects the global recognition of Bahraini citizens’ leadership in global organisations. The Cabinet commended Shaikh Ahmed bin Hamad Al Khalifa’s efforts in his presidency of the WCO during his last two terms which led to his re-election for a third consecutive term.

The Cabinet congratulated students who completed the academic school year, expressing their gratitude to the parents, teachers and administrators of the Ministry of Education for their contributions to the exceptional achievements and success across all academic levels.

The Cabinet reviewed a memorandum submitted by the Minister of Finance and National Economy, Chairman of the Ministerial Committee for Financial and Economic Affairs and Fiscal Balance, on the achievements of various housing programmes provided to Bahraini citizens, including the “Mazaya” housing programme, which has supported 10,629 beneficiaries. In this regard, HRH the Crown Prince and Prime Minister directed the inclusion of 500 additional beneficiaries in the “Mazaya” housing programme, bringing the total number of beneficiaries to 2500 recipients. His Royal Highness called on the Ministry of Housing and Urban Planning to offer additional financing schemes for housing services, and reiterated the Ministry’s and supporting authorities’ efforts in this regard. His Royal Highness stressed the importance of furthering efforts to develop innovative solutions for housing services that will accelerate the pace of delivery, in partnership with the private sector.

HRH the Crown Prince and Prime Minister then highlighted the importance of providing the necessary support to Bahraini pilgrims during their Hajj pilgrimage. In this regard, His Royal Highness praised the efforts of the Kingdom of Saudi Arabia under the leadership of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and the support of His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, the Crown Prince, Deputy Prime Minister and Minister of Defence of Saudi Arabia, for their commitment to facilitating services for Hajj pilgrims attending from across the world.

The Cabinet discussed several memorandums during the meeting with the following outcomes:

The approval of the following memorandums:

  1. A memorandum by the Minister of Finance and National Economy regarding the annual report and audited financial statements for the Future Generations Fund for the fiscal year ending on 31 December 2021.
  2. A memorandum by the Minister of Shura Council and Representatives Council Affairs and Chairman of the Ministerial Committee for Legal and Legislative Affairs, regarding a number of MoUs and executive programmes between the Kingdom of Bahrain and the Arab Republic of Egypt, which aim to enhance bilateral cooperation.
  3. A memorandum by the Minister of Oil and Environment regarding the request to join the High Ambition Coalition for Nature and People, which aims to enhance cooperation and build capacities in biodiversity preservation.
  4. A memorandum by the Minister of Sustainable Development regarding the preparation of the Kingdom’s second National Voluntary Report on Sustainable Development Goals 2030.
  5. A memorandum by the Minister of Shura Council and Representatives Council Affairs and Chairman of the Ministerial Committee for Legal and Legislative Affairs, regarding the government’s response to four proposals submitted by the Council of Representatives.

The Cabinet took note of Ministerial reports regarding the outcomes of the Political Coordination Committee of the Saudi-Bahraini Coordination Council, the 62nd meeting of the Commercial Cooperation Committee of the Gulf Cooperation Council and its accompanying meetings, participation in the sixth meeting of the GCC Ministerial Committee for Food Safety, ministers’ overseas engagements, and the visits of foreign delegations to the Kingdom of Bahrain for the month of July 2022.

Ministry of Education to receive applications for teacher recruitment contest

Minister of Education and Technical Education Tarek Shawki announced that the ministry will start receiving applications for a teacher recruitment contest from July 2 until July 24.

Shawki made the announcement during a press conference held Sunday by the ministry at the Central Agency for Organization and Administration’s (CAOA) Leaders Preparation Center (LPC), in the presence CAOA chief Saleh EL Sheikh.

He noted the ministry seeks to recruit 30,000 assistant teachers, including 15,187 in preschool stages, adding that applications will be submitted via the government web portal, which will serve as a link between the CAOA and applicants to inform them about the contest phases.

Speaking about application requirements, Shawki said candidates must be Egyptians and of good conduct. They should not have been convicted of any felony or any crime involving dishonor unless he/she was exonerated.

He should not have been discharged from military service by a final disciplinary decision unless it has been issued within at least four years on the application date.

Applicants should not exceed 35 years old on the application date, should hold a relevant educational degrees or diplomas, and should pass all necessary training and tests, including medical check-ups and drug abuse testing, the minister pointed out.

Acting health minister confers with UNFPA on cooperation in health sector

Minister of Higher Education and Acting Health Minister Khaled Abdel Ghafar conferred on Monday with Representative of the United Nations Population Fund (UNFPA) in Egypt Frederika Meijer on cooperation in the health sector.

Health Ministry Spokesman Hossam Abdel Ghafar said the meeting covered a study which is currently being prepared by UNFPA on the impact of climate change on women, girls and productive health in Egypt.

The minister was briefed on the general objectives of the study and the measures of UNFPA to conduct it in cooperation with the sectors concerned at the ministry, especially the preventive medicine, family planning as well as health care and nursing.

The two sides also addressed the impact of climate change on productive health as well as Egypt’s latest plans regarding family planning and productive health.

Deputy Health Minister Tarek Tawfiq, Head of the Healthcare and Nursing Sector Wael Abdel Raziq and Chief of the Family Planning Sector Hossam Abbas attended the meeting.
